All Construction Contracts for public improvement projects shall be awarded in accordance with Ariz. Rev. Stat., Title 34, as amended. Public competitive bidding is not required for Exempt Construction Contracts; the requirements of this Article shall apply. In the event of a conflict between this Chapter and Ariz. Rev.
