A Procurement may be made or Contract awarded by the Procurement Agent without competition only pursuant to the process set forth in the Procurement Policy. Noncompetitive Procurement shall be avoided, except when no reasonable alternatives exist. A record of noncompetitive Procurements shall be maintained as a public record.
